#1 – SB 2554 – Vulnerable User Bill – Adds Scooters, needs to add Motorcycles to the bill as
vulnerable users, then we will support it. The BikePAC Lobbyist is staying on top of this one and
recommends “ No Opinion” until the amendments are complete.
#1 O - SB 369 – Defines “ quadricycle” for purposes of Oregon Vehicle Code and creates offense of
failure of operator to wear motorcycle helmet. (see ’ 95 HB2759). The BikePAC lobbyist recommends
that we do not support this. The problems, as seen, are: A quad is a 4-wheeled vehicle and should not be
classed with motorcycles. This bill also makes helmet repeal more difficult as it creates another offense for
non-use of helmets. The GAC is opposed to this measure (finally, one we are in agreement with the GAC)
#2 S - HB 2499 – Adult Helmet Choice Restoration – The freedom to choose. This bill will stay active
every session and a focus until such time as the bill passes. The Governor’ s Advisory Committee has
moved to oppose without discussion and the motion passed. This is against our stand and effects our
freedoms. It also looks like there will possibly be no passage of this bill out of committee. This bill needs
work and our attention.
#2 O - SB 5549 – Increase in motorcycle fees at DMV. Our Lobbyist reports that this bill only increases
fees on farm equipment and motorcycles. This does not affect the amount of money that goes into the
motorcycle safety fund. If this bill passes it will go into effect immediately when signed by the Governor as
it is labeled an emergency bill. Our Lobbyist says that he cannot sense any traction regarding this bill with
other legislators.
#2 O – HB 2120 – Study of motor vehicle fuel taxes – To decide on changes to current per gallon of
fuel tax changes. Unfair to Oregonians without regard to out of State travelers. It would force tax per
mileage used being charged.
#2 S -- SB 124 – Increases penalty for operating a motorcycle while unendorsed to $720. Speakers on
this bill were Steve Garets, Team Oregon, David Peterson, Governors Advisory Committee, and Nic
Oliver, BikePAC of Oregon. The language of the bill is supposed to be changed to reflect the agreement
between the speakers and the committee members. Final language is yet to be seen by BikePAC as it is
currently being “ massaged” . Also If that provision is removed then we should support it. Our Lobbyist
reports that we should support this bill if they remove the language in sections 3 & 5.
#2 S – SB 432 – Require discount from all insurance companies with proof of motorcycle training course. This
is good in theory but in reality it is written to require retraining every three years to get the discount. The GAC is in
opposition to this bill due to that provision and we need to oppose that provision
#2 – SB 546 – Mandatory Training Bill. BikePAC does not support this bill because of the use of the word
“ Mandatory” . The GAC supports this bill by a vote of 3-2. (another example of the GAC and us being opposed)
We are taking a neutral stand on this because it looks like it will pass but we are trying to get some language
changes. To openly oppose this bill could seriously hurt our work. We are concerned about the raise in fees from
$46 to $51 without designating how much will be devoted to Team Oregon, specifically.
#2 0 – HB 2186 – EPA bill referring to the international agenda regarding aftermarket parts and availability,
OEM replacement items only.
#3 - HB 2409 – Medical Exemption from helmet use. This bill is probably dead in committee. The main issue is
that it was written wrong and cannot get support as written. This bill may be rewritten and introduced next
session.
#3 - HB 2377 & 2038 & SB 319 – All relating to distracted driving while using a mobile communication device.
Our lobbyist reports that these bills are similar to ones passed in Washington State last year and that there is a
possibility of passage.
#3 – HB 2266 – A tracking bill that would allow law enforcement to plant a tracking device on your vehicle to
track your movements without your permission or knowledge and without the need for court order or approval.
#3 – SB 125 -- Education Driver Training – This is in regards to commercial vehicles only.
#3 - SB 0345 – Directs Department of Transportation to design graphic for motorcycle registration plates. This
bill could potentially give too much power to DMV (as if they already don't have too much power) to possibly
remove a plate from use that is currently being used without provocation or need. This could possibly allow DMV
to cancel your plate on your bike without sufficient cause, on their decision alone.
#3 – HB 2543 – This bill would allow a rider to hang up the fuel hose after filling up instead the attendant doing
it. The GAC chose to remain neutral regarding this as it was deemed a non-safety issue.
